Perth Amboy is a port city of about 57,000 at the mouth of the Raritan, at the eastern edge of Middlesex County.
The county around it held 1,564 people in slavery in 1800, out of 1,827 Black residents — more than five in six. New Jersey was the last northern state to free its slaves and chose to do it gradually: the 1804 act freed no one then living, the 1846 act renamed those still held as "apprentices" bound to their owners, eighteen remained enslaved in 1860, and the Legislature voted the Thirteenth Amendment down in March 1865. Each of those steps was defended in its day as the achievable one.
Middlesex County recorded 1,827 Black residents in the 1800 census, of whom 1,564 — more than five in six — were enslaved. Freedom and Blackness were not the same thing in this county, and the 1804 act did not make them so.
